MnDOT representatives are also talking with other states, some of which have stopped installing the "ET-Plus" rail altogether. For now, however, Minnesota is waiting and telling drivers to stay away from all guardrails.

Yep just like picking health insurance! Pick the cheapest insurance option and don't get sick or need surgery!

Cat plans are the way to go unless you have regular health issues. Because most people don't get sick that often. So be sure and stuff your (tax deductible) HSA with what you aren't spending monthly on premiums compared to high priced coverage that you may NOT need.

Most people don't realize that the barrel price oil is bought at today doesn't hit the street and ready for sale for several months.

My company just forced everyone into HDHP plans. It's half the price of the regular plans we had. 1500 deductible and then 1500 out of pocket (80/20). After that everything is covered 100%. It works out good if you're healthy or real sick. Somewhere in the middle is questionable.

I put everything I saved on premiums into the HSA.

Yet when the price per barrel goes up, the pass through to the pump is pretty fast.

EDIT: Interesting... I still contend that $147 oil in 2008 ($4+ gas, $5+ diesel) thanks to our Saudi 'friends' is the primary factor that triggered the Great Implosion. Granted the circumstances were in place but things were still plodding along until...

.
