If he did it, he did it. Who cares? He was never caught, and as far as that's concerned played by the rules. He was fighting a can't win battle with an organization with endless money desperate to convict him.
It's not like it's not rampant in cycling. I think I saw where of all the years he won, if you gave the win to the highest finishing rider not connected to steroids in someway, the next person would have finished 21st.
