Bought my car on July 16th, received the owners package today. I was expecting it to take around 4 months based on the experience of others listed in this thread, but got it in under 3.
The book is indeed updated for the 2013:

The guy I bought my car from is friends with Donald Fare, and his theory is this: The new version will continue to be in print, the 2012 version was limited, possibly making it collectible. Farr's original book sometimes gets big $ on eBay because it is out of print.

Boss 302 Owners Kit
It has been almost a year since I bought my 2012 Mustang Boss 302, the car as it is has fullfilled my expectations. But FORD did not; I never received the Owners Kit, made several inquires about it and received a lot of excuses. I feel betrayed since I bought my car under the false statement that it was a special car and I was goin to receive a kit with a certificate, key fob, and so on.
I feel the Puerto Rico Ford Mustang Boss 302 owners were discriminated; I feel discriminated. I offered to pay for shipping and everything. but nothing.

What exactly is supposed to come with the owners package? I bought mine through AAFES new car sales and all I got was a general mustang owners manual with a boss insert and the red key. It came in a small black pouch just like any new car. I also thought there was supposed to be some sort of certificate to show # of car it was.
