You can tell they have no fear whatsoever of there being any repercussions for their actions. They know the store owners aren't allowed to do anything, and they know even if they're caught the worst thing the court is going to do is order them to pay restitution, or maybe a few months probation.
Its time to put some fear back in these morons. Shoot a couple of their asses in the act and let the word get out.
Or better yet, start putting the parents in jail, give them a little time to think about the values they're instilling in their degenerates.
