What materials are you wondering about? My Track Key was shipped over night....I received the envelope with all the pertinent papers that came with it. That was last Thursday....Today, Tuesday, I received my E.O. sticker that needs to but put on the shock tower...to prominently display an excemption for certain emissions.
I don't know how long it will take to get my Boss Owner's package......But I was able to schedule my Boss Track Attack class.

I was told by the dealer that TracKey programming was only done post sale and I'd receive a welcome package from Ford that would outline how to get the PCM flash done by a dealer, etc. I got a red key with delivery but it doesn't do anything yet.
you just need to order the trackey package from Ford. it's nothing more than a couple pieces of paper, license key, and 91 oct sticker for the fuel door. Then the dealer will program for another 1 hour of labor charge. I've had mine for about 3 weeks (2013).
There are photocopied information sheets, the blue sheet with the code, instructions regarding the EO sticker etc. The install has to be done by a Ford tech. The tech needs to have a certain version of Ford software and they download the tune from the Ford Racing site...thus the blue sheet with the code. Don't think there's anything an average guy can do if TK hasn't been installed by the dealer.
Guess you should talk to the service manager and get them to complete the install job. Shouldn't be too big of a deal...the instructions walk the tech through the process.

I Don't Know if That Would Be The Issue But Maybe You Will Find The PDF Here Helpful. Look at Page 4. I Believe The Restrictor From The Factory Was Just a Pinhole If The Pic Is Correct on Item 7. Should Be Easy Enough To Check.
