According to Ford it is , I remember when they considered the 05+ Mustang the "quintessential" musclecar.

I suppose the term has become as bastardized as sports car or coupe (since you can now call a sedan a four door coupe if its swoopy enough).

Technically the Mustang was originally a Pony car, but since 05+ they've once again evolved into more of a Muscle Car, at least in size anyhow

That seems intentional on Ford's part for the 05+ cars and I don't think it was just to satisfy corpulent 'murica and more a move to capture both pony car and personal coupe (Thunderbird, GTO, RWD Monte Carlo for example) sales to some extent as well as other reasons like safety (literally space to live and greater crush zones).
