Jim ...
Is your dealer willing to help you experiment??
I would like to see you try both the 2013 AS BUILT and the 2012 AS BUILT data in the Cluster.
My thinking is the AS BUILT will indicate whether car is a premium or not and what type of OBD data to look for on the bus since Base cars had different Guages. Base cars also did not have Ambient lighting, MyCOlor, etc .. so they did not have a settings interface.
In the 2013 car .. the LCD settings display simply replaces that 2012 LED settings display. So as long as cluster knows its in a premium car the LCD display should be available to control all the settings.
Also thinking that the 2012 cluster does not look for OBD data besides the guages on the cluster .. so perhaps the non-working guages on the 2013 cluster will be removed from the LCD display if using 2012 AS BUILT.
I also saw the issue where Cruise Control was working but the indicator light did not work on the 2013 Cluster. I'm also thinking the 2012 AS BUILT data would know the appropriate signal to turn the light on and off on the 2013 cluster.
ANyway .. if your tech/dealer is willing to try setting up your cluster with both the 2012 and 2013 AS BUILT data .. that would answer several more unknowns.

My service manager at my local Ford dealership (he's very knowledage and helped me with the nav retrofit) figures that as built data will NOT need to be uploaded into the new cluster, and that PATS will not be an issue.
I now have the diagrams I needed. Just need to go over them.

VIN: 1ZVBP8CF6D5257592
You can use your own 2012 VIN as long as your car is a Premium which I know it is.

OK. I'l let you know as soon as I can take it down to the tech when he's ready. Tonight I'll be putting in my cluster to see if it works, and if I also don't have track apps. Not that I 'm expecting to have it if you don't, but you never know.

It works.
Unfortunately, I have a tire pressure warning. I get this warning everytime I start my car because I put on winter tires without tire pressure sensors. I just have to hit reset to make the warning go away. This time I have to hit OK. Guess I have to put in the switches now ...

Wired in the switch. No track apps.
Also, I can change ambient lighting, but I cannot change the guage colors or halo lighting, even though I toggle through the selections on the cluster and confirm it. Do you have this issue dmhines?
I'll go in tomorrow or Friday to enable PATs if I can.

I did go through selection menu and change gauge color but I was outside in light so don't know if it actually changed.
Was yours ice blue when you plugged it in? I notice my 2012 cluster saved all my color setting but the 2013 may not. Weird.

It works. I just had to put my hand over the sun sensor to make the car think it was dark and it came on. All good.
To be honest, I'm fine if I don't have track apps. I really like the look of this cluster, so I may keep it.
Will be a pain to switch cluster out everytime I have to take it in for warranty work so they don't notice the mileage.
United Radio in New Jersey takes care of Ford's navsand clusters. I'll give them a call tomorrow and see if I can send them my cluster so they can set the mileage.
I did notice that my settings were still there on the 12 cluster. I was fiddling with the colours on the 13, so I don't remember what colour it was set on.
I will have PATs set next, then I will properly wire the switch in. After that, I will have mileage taken care of.
Being in Canada, I want the speedo to read km/h on the outside and mph on the inside. I may get Blackcat Customs to make me a new face for the speedo - unless someone comes across a Canadian cluster and we can trade faces?

Cool. The guy I bought my cluster from said it had 6000 miles on it which is same as my car. But when I plugged in it only has 3000 on it. I have a tuner so I'll drive around for a few months with modified axle ratio and tire size to put miles on twice as fast until its accurate.

Looking forward to you getting PATS done and see if track apps activates with Key On. And maybe see what the 2012 build data does. Did you also get a chance to notice cruise symbol on cluster not working?

So is track apps out the window?
Maybe it will be there on car start-up, but I doubt it.
Next would be to upload as built data using my own VIN or a 2013 cars.
If that doesn't work, then zeroaviation seems to know what he is talking about. He believes he can get it to work with an external processor (I think).
I like it as is without it, though.

Has it been determined what that track apps use your their data? Ie 0-60 and such? I know we have the same wide band and all for the gauges and other functions. Guess I should read up on the 2013 more lol
