Noisy neighbor problem

After the cops visited him, and 2 letters from the condo association, he's being much quieter.
Oh yeah, one of those letters included a fine
I can actually hear him now, so I may still call the cops on him again.
He just stopped so I guess maybe I won't, unless he starts again
I did report him to the condo association again though. E-mail sent with time/date, as I've been doing for the last 2 weeks every day.

I liken this to a constantly-barking dog.
That's not allowed, neither is this.
The guy lives on the 5th floor and people on the second floor can hear his bongos.
Can you imagine how loud they are for ME, right under his condo?
My neighbor to my side has a newborn, I never hear the baby.
But they've heard this douche bag play his drums
He has the option to soundproof a room and practice in there all he wants.

Charlie, how would you feel if someone lived right next door to you and decided that his "enjoyment" was to use a jackhammer at all hours of the day and night while blasting rap music?
Gabe's problem is this inconsiderate son of ***** is blasting his music and not playing quietly... and when he threatens the neighbors with violence when they complain, he crosses the line. Cross the line, deal with the consequences.
If he received notice, and responds by playing quietly during the day (vs late at night), then for tenants to keep complaining if they hear him play at all - which is how Gabe made it sound, it is unreasonable on their part. IMO
However, if the guys keeps playing loud then that's a different story.
I've been around bongo's. They can be played softly to where they are not louder than a tv or stereo or kids and babies like I said.
Unless I'm mistaken and Gabe actually lives in a senior housing complex.

I got home about a half hour ago and the bongo drums were in full song.
Called the cops again.
About to e-mail the condo association again.
The way I look at it is I shouldn't have my "quiet enjoyment" be disturbed.
Lol ... when/if that happens, I'll buy a house with lots of space all around so I won't hear anybody else and nobody else will hear me

I get inquiries from real estate agents looking for homes to sell in my area all the time. It is a seller's market, where I live anyway. If your neighbor were to start getting these requests to list his home it might just give him the idea to move, especially since he's having trouble with the neighbors. Stranger things have happened.

And btw, have you been man enough to knock on his door and ask him respectfully? Or write him a respectful letter describing your point of view?
Cops have way more important things to do than investigate the bongo caper.
And just because you buy property doesn't mean you never have to deal with noisy neighbors. I have had to write neighbors about their dogs running loose and another about their non-stop barking dogs. They are both several acres away in a rural area. Took a pic of the dog in my trash and wrote them as nice as I could while standing firm. I wrote the other respectfully and asked them to consider my position as they were disturbing my peace. They both responded in kind, keep their dog from running free and pay attention when their dogs bark too long, and we remain on good terms as neighbors.

I had to turn up the volume a lot but it was clearly heard:
Got a copy of the Condominium's Rules And Regulations and one of the rules clearly says:
"5. Radios, Phonographs, Musical Instruments
. The volume of television sets, radios, phonographs, musical instruments and the like shall be turned down after 11 pm and shall at all times be kept at a sound level which will not annoy the occupants of neighboring Units."
From the "Enforcement and Penalties" section:
"The violation by unit owner or his family; servants; employees; agents; visitors; pets and/or licensees, of any written Rule or Regulation adopted by the Trustees (including specifically, but not limited to this Rule #10) or the breach of any of the By - Laws, or the breach of any provisions of the Master Deed, the Condominium Trust or of the offending unit owner's Unit Deed, shall give the Trustees the right, in addition to any other rights set forth in the By - Laws, to enjoin, abate or remedy by appropriate legal proceedings, either at law or in equity (or both) the continuance of any such breach .
In addition to the foregoing, and not in substitution therefore, the Trustees shall have the power to levy fines against unit owners for such violations. No fine may be levied for more than twenty five dollars ($25.00) for any one violation, but for each day a violation continues after notice it shall be considered a separate violation.
Collection of fines shall be enforced against the unit owner or unit owners involved as if the fines were common expenses owed by the particular unit owner or unit owners and shall be deemed M. G. L. c. §6(c) expenses. In the case of persistent violations by a unit owner, the Trustees shall have the power, after notice, to require such unit owner to post a bond to secure adherence to said Rules and Regulations, By - Laws, Master Deed, Trust, or said Unit Deed."

Maybe my ears have gone bad in my old age, but I don't hear anything.
I have to say I had to get my kids beats headphones to hear it and even then it was very faint and barely audible. Need a better mic I suspect.
