You start... where you need to. It all depends on how hard core you want to be, and what you wanna do/windup with it.
For me, it was complete interior stripping, disassembly of the front clip, and attacking all rust spots with Por15 or other method to make it stop. Redid the engine and transmission. Rebuilt front suspension. Rebuilt rear suspension, and replaced rear axle. Rebuilt brakes. Body work until satisfied (which included removal of all exterior emblems and their holes, mind, as well as hand-rebuild the scoop on the passenger side.) Restomoded engine bay with red and white. Attached '78 TBird powered antenna in place of stock antenna. Kickin' stereo. Interior all red, '88 Mustang GT seats back and front with fold downs and lumbars working Hand-vinyled all painted surfaces in there. Wired up a '78 Thunderbird map/dome light. Red carpeted the trunk. New wheels. Named her Muskrat. Won a few trophies. Sold her. Regretted it. Have Awesome in a semi-tribute, semi-balm-to-my-ego.
But that's just me.
You'll figure it out, but the only way to be sure is take everything out and inspect it before putting it back in.
