I can't believe anyone thought that they would actually be giving that million dollar reward to anyone for that nutter out there in LA. 
Total gimmick. They specifically said it was for the "capture and conviction" of him. Hell, they never planned to capture his ***, they planned to shoot his *** on sight.
That should be obvious, hell they shot up two different vehicles the other day that didn't even fit the description of the one he was in. Two old ladies delivering newspapers shot, damned truck riddled with bullet holes.
Now they're in a firefight with him. If it is him, might not be when considering the above. Bunch of hot headed loose cannons running around.
