I doubt it has anything to do with whether he's a citizen or not. Me thinks that one of his 'alleged' parents are not really so. Maybe he's an illegitimate child and one of his parents are just step-parents. He hides the Birth Certificate to avoid embarrassment.
But not if you're a farmer from drought stricken Klamath or a storm victim in Connecticut.

Did you hear where the Federal gov't is refusing to pay the municipalities water bills? According to the DC water folks, the feds refuse to pay $3 million in storm water fees that is owed them for processing the run off water from their properties. The Feds call it a tax, and the Feds don't pay taxes!

I'm thinking about changing mine before it gets too many more miles on it, but I'm nervous from all of the bad stories I've heard. Might do it before summer gets here and it starts getting driven more. I think mine was built in July 07 too.
Sooner you do it (before carbon builds up too much) and change to the 1 piece, the better off you'll be. You'll be done for good!

The scary parts was breaking them loose. But they did and they all came out nice and easy.
I also got some copper anti-seize to put them back in with. Ford wanted the threads and most of the shank except the electrode with a coat of anti-seize on it. I was also running a tune that I think was a little rich, and they were still clean.
