OP, I would just go with a set of Kooks Super Street headers and MAYBE a set of high flow cats since I have heard once you get caught by the roadside check points you have to submit to emissions testing all the time after that or something weird like that. Then it depends how far down the N/A rabbit hole you want to go. You can increase CI without sacrificing your emissions, or you can go full bolt-ons and make some pretty good power still.
I may have an extra wiring harness for a Cobra Jet in my garage. If I do, you are more then welcome to have it.

Though since I posted that, I've seen a couple guys running the GT350 intake on an S197, which was previously thought to not be possible. I'd rather go that route. It looks almost stock, but provides pretty much the same gains as the CJ +/- 5hp or so. It's a little cheaper too, and you can run any standard CAI with it. I'd rather go that route and just leave it in when smog time comes. They'll never notice.

Also I don't understand why they say it's not legal for street use due to emissions. This thing delivers air after all. Is it because to take full advantage you need a tune which injects more fuel?
