If you read the description of the Roush, it states that the front clip contains driving lights. That plus the headlights and the factory fogs makes six. However the fogs can only be turned on when the low beams are selected and to be legal the driving lights can only be turned on when the high beams are selected. I have driven many aftermarket converted vehicles with driving lights and every one of them had the driving light switch fed by a circuit that was only hot with the high beams selected. Except that the 004XTs have a very narrow beam spread of only 15 to 25 degrees. Not enough to be interfered with by any part of the front end. Remember that driving lamp beam patterns can extend from 50% to 100% beyond your high beams. If you look at your low beams when shined on a wall, there is a definite cutoff with some light interference above. Not so with the driving lights as even with a narrow beam width they will continue to spread conically with distance.

My Hellas were under $80, but I used the OEM wiring (I just reversed the headlight wires).
Note: My lights are still controlled by the SBJ

I am going to ask: why is there a relay and why is there a switch in the "40" kit? Doesn't the wiring and switch as provided and installed by Ford seem adequate to support the 55w lamps?

I'm sure it does, but remember that these kits from PIAA are for rally/offroad vehicles, so you need the relay and switches if you are adding it to your vehicle and not replacing current product.

The 4064 kit is S197 Mustang specific.

The current draw is supported, thus my set-up.
PIAA can't recommend you switch your OEM headlight wires.
The relay will allow you to rig it up whatever way you want it to.

Kid, let's see if I can clear up your confusion...
First, I agree with you about saving money by not buying the kit.
That is why I did what I did with the Hella 500 lights.
.
Second, you can't just pop in the lights. They are a different depth than the OEM fogs.
The 4064 kit gives you 4062 lights and Mustang specific brackets:

Without the brackets, you must fashion brackets or some type of adapter like I did.

The whole point of kits is to make things easier for people that don't do this stuff all the time.
Not necessarily to make it cheaper, but its nice when they do.

Good advice and very true.
My point though is that PIAA can't recommend using the Ford wiring.
The fog lamp wiring actually contains a 15A relay so there isn't a load on that particular switch.
Thus the load (amps) in that case is on the fog lamp relay, not the switch.
I would have rigged in relay (as you wisely advise) if that were not the case.
Another important thing is that none of my loads exceed the relay or wiring capacities.
I have seen some people running 4 lights which might require more relays and/or heavier wiring.
