Interesting catch, the 9K rpm tach. Seems excessive given that the redline on all the current Stang motors are well under 7K. Either its just optimistic or, better, a reason for optimism?
It looks like there might be some sort of minimal indicator/pointer/whatever on the inner dial right around 74-75k rpm. If that's the target redline in the '10 Cobra, a 9k tach would make sense.

A well built engine can spin that high. Remember Ford's 4.6L DOHC V8 and Yamaha's sourced Taurus 3.0L SHO and Matrix/Corolla/Celica XRS 1.8L? Anything's possible, but that pic looks fake for those details mentioned earlier.

I think I see where your are going. I saw several Mustangs get walked by a couple of SRT-4s at US41 strip a month ago. I would really like the idea if the mustang was as easy and, especially, as cheap to mod as the SRT-4 was. I wouldn't mind running thirteens and driving home on the same tank of gas.
