It became a mandatory "no-cost" option on all new cars sold in Wisconsin sometime between 1998 & 2004.

Used it ONCE on my '04 and even then probably did not need it.

Sweet spreadsheet! I forgot to post my order date which was 3/31. If you'll be adding build dates mine is 4/19.

I'd guess it's a State Law of some sort, how else would they force all the automakers to supply them at no charge ??

Probably similar to the front plate laws ... automakers must supply a bracket and/or mounting hardware at no charge for autos sold in states requiring the front plate.
