The above is 100% correct, on both the 05 Mustang and Focus (since 02 I think) the blinker is 100% solid state and has no moveing parts like a triditional flasher or soilnoid. Its a small speaker on a PCB somewhere in the dash so in theory one could take apart the dash and disable the offending noise maker.
I for one found it annoying as I signaled to leave the dealership, then I stepped on the gas and have never noticed the blinker noise again

I think turning up the radio is looking like your best solution. Just be happy they did not put the turn signal sound through the radio speaker system as a cost reduction!
