Saleen HID headlights giving me problems

Hopefully there is someone out there that can help me out.

I've had Saleen HID headlights installed in my Mustang GT since I bought it in 2008. Some months ago the headlights would not turn off even after I shut down the car and turned off the headlights. It turns out that there was some rust in the Saleen headlights relay causing the problem. I installed new relays and that took care of that. However, a bit after that the headlights started doing something else weird. The headlights began to flash at night. It's a really quick flash. Almost like a burst of light. It doesn't happen very often, but it happens often enough that it's annoying and want to take care of it. I also don't want other drivers to think that I'm flashing my headlights at them.

I took my car to the dealer where I got them installed and they basically told me it was the ballast and it would cost me $1000 for the part. I want to fix whatever it is that's causing the flashing, but not at $1000. I did notice that there is some rust in another area of the Saleen headlights wiring, but I'm not sure if it's what's causing the headlights to flash. I have no idea what it's called, but it's a part where a few wires of the headlights come together.

My question is if any of you have had this issue or heard of anyone who has had this happen to them? Any help is appreciated.
