Did you not see the pics of my bmw with the halo's on...... Thats the only thing on.

That's the definition of DRL. Maybe its just implemented properly as a DRL on the latest BMWs? It's not for looks, it serves a function and purpose as a DRL since it is factory equipped on the latest BMWs. I used Audi as a comparison because the Audi B8-based vehicles use a string of white LED's for its DRL (not a halo). The E92 M3s I saw had just the halo's turned on during the day and no other lights (DRL).

I'm not sure how the aftermarket halos for the Mustangs are wired, but they'd work great for DRL's.

BMW calls their halos "corona rings" and have always been implemented as DRL's. I don't see how they could be used for anything else since they don't light up the road. Sure they look cool but they serve a safety function too.

Both of these systems on the Audi and BMW serve only one purpose and that's to be DRL's.

I'm not sure why Touring said his BMW CCFL's were not daytime running lights. Were they used to light up the road at night instead?

Bottom line is that both CCFL and white LED's don't give off enough light to serve any other purpose than to be for looks and/or daytime running lights.
