There's no point in comparing hardware in anything these days, as even low end hardware can do everything just fine. All phones are getting too big these days...it's retarded. Everyone wanted the smallest flip phone they could get, now they want the biggest phone they can find. It's all a big stupid fad. I have an Android 2.3.4...something or other. It's a cheap-*** GoPhone, and it does everything I need it to. I'm currently on a cheap-*** Windows 8 netbook...that also does everything I need it to. Everyone these days seems really into wasting money on **** that they don't even know how to use.

And no your 400 dollar laptop can't do everything, maybe its enough for you, but me personally, I'd rather invest a bit more money upfront and not have to buy another POS bare minimum laptop next year. But you know this, you are a genius after all.
