I wouldn't say that. Rā's al Ghūl controlled the League of Shadows, an organization that had been instrumental in toppling civilizations for hundreds of years. They were close to completely destroying Gotham City in Batman Begins, whereas The Joker, though a crazed maniac, was only a piecemeal threat to the city.
