i can only guess at what it mite do by looking at what it could do.. perhaps a really old type of air conditioner condensor ..it has small coils hooked to big coils so something is changing state as it expands or contracts .. we need a hint or two !!!perhaps part of a shine still ??

It is a "Newton Water Boiler" that was in fact used in early steam engined car designs. This boiler was usually encased so to protect persons in case it exploded during operation! (Yes it does Look like a set of intestines.)
