I was thinking too - we could hang out here all day long speculating what information is collected and how it's used. The idea that it is rarely used or asked for obviously does not apply to progressive if they want the info transmitted on an ongoing bases from your PC. Ditto on it only being 8 or 11 seconds of info before a crash - if that were the case that would mean all you would be transmitting to them is the last several seconds before you shut your car off, and that just doesn't make sense.
More than likely what is recorded is info such as # of miles driven, average speed, peak speed, etc. that underwriters use to assess risk and hence rates. Like I said we can speculate all day long - if they want you to do the black box thing I would just ask them point blank exactly what info they are recording and what they intend to do with it. Then please report that back here - I'd really like to know their answer

I can't see going though a hassle that they can't be making every person do.
They aren't going to make somebody with no computer upload and download stuff because they can't.
Like I said: Why are they picking on you?

If you drive very reasonably, accelerating and braking reasonably, etc, in tune with the average pace of traffic, then may this is a good solution for you if it saves you money. If my insurance company ever saw how I drove my car, they would drop me instantly or double my rates. I disagree with the principle, the whole slippery slope of losing freedom/privacy, but if you think Progressive will not consider you to be higher risk than average after reviewing every moment of your driving history, then it sounds like a good deal.
Also sounds like it would protect you if you drive in a safe manner and you are 100% confident that all accidents will not be a result of your error.
But if you ever get on the throttle or drive your car to its limits, I don't think this will be beneficial to you.

The black box in mine will report I have accelerated hard to 110mph and maintained that speed. It won't report that it occurred on an local airport ramp cleared for the purpose of doing just that.

I've gotten mine up to 140mph legally several times.
