I understand how priorities are assigned at the time of order. (Lowest number/highest priority is 10. Highest number/lowest priority is 99.) My question is if your priority number decreases as people in front of you get their orders pulled for a build date. If I was a 25 two months ago and since then 10 have gotten build dates, should I now be a 15?

The priority doesn't decrease automatically. The dealer can do it manually or just leave it. As long as they don't assign any priorities lower than yours your spot in line stays the same.
