The cowl IS the hood... That's the windshield grill... Try putting a pressurized air hose on the line and try and blast whatever is in there out. If that is clean then look at the motor. Shouldn't be the motor though.

The cowl is the cowl....mooooo

Yes I understand they have 3" (or whatever) cowl hoods...

And the price is why I'm scared to mess with it...read horror stories of it breaking,..

It's still the grill.

And don't worry about breaking it. It's pressurized anyways otherwise no water would be coming out I have a 10 gallon 15 horsepower air compressor and I blew the wiper blade lines on my old 97' Taurus and even with them being the stock lines (never replaced) nothing blew up or broke. You should be fine, just disconnect the line at the break right by the hood and blow them out and see if it's the lines, or sprayers. If not, then check your pump.
