Check spark plugs first.

Would never hurt to have the fuel filter change. I have one for my car just haven't got around to changing it out.

Your definitely on the right track! Eliminate all the small, cheap stuff first, then when you find the problem, have it fixed, and all the other stuff you did will be done and out of the way for awhile

DO NOT Throw parts at it, it's the dumbest way the fix a problem. Check your fuel pressure with a gauge while your driving and the surging is happening. Also have a vacuum gauge hooked up at the same time. If the fuel pressure is steady, but the vacuum is bouncing you most likely have a bad EGR valve or leaking valve. If the fuel pressure is dropping check the pressure before the regulator, if it's ok the regulator is the problem , if not it's your fuel pump.
Remember just changing parts will do only one thing, COST YOU MORE MONEY, plus you won't learn anything for next time you have a problem. good luck.
