Well now it wont even start.
check for codes do a KOEO, check for ecm operation, check ecm ground, check that all injectors are firing, check, check until you are blue in the face.Do a compression/blead down test. This guy is a mechanic correct? he needs to start trouble shooting, I mean what the heck
. It gets hard for us to help over inter web, I'm here at home and I cannot hear how the motor is spinning over or see what is going on so this makes things very tuff.

If something is up with the computer then you are going to have problems, they have tools to measure spark strength to make sure the coil or dizzy isn't a problem( yes you have spark but what is the spark quality). this is a basic system vs newer stuff ( although the newer obdII gives more info but still)

Spray some choke cleaner down the throttle. Try and start it. It's possible the injectors aren't pulsing. If its getting fire to the plugs, it's should start with a shot of choke cleaner.
Thanks. I forwarded it on. He is going through the motor with a fine tooth comb and also his brother is a ford mechanic. I will write exactly what has been checked tomorrow unless he gets it firing of coarse, then I will post the solution to this headache. The strange part is that it did fire after it was put together but with the backfiring and all that then it stopped running so he tore it down to figure out the timing issue and found that the cam timing was out by 180.(not his fault that portion was done before I brought it to him)

Sorry for the delayed response, my mechanic took a few days off to clear his head and get caught up on some other things. In one of my earlier responses I had said that he did use a noid light and injectors are good, as for the starting fluid that's what hes doing today since he checked every single harness and ground just to make **** sure it wasn't something really stupid..still might be I guess. Nonetheless I will definitely keep you guys updated on the stubborn stang.
So now the hall effect has been changed out as well as the coil and some carb cleaner sprayed in to try starting but wouldn't fire just some pops and burps. pulled plugs and they are saturated so now pulling plugs and replacing just to be sure.
Have you tired a different Computer/ECU at all?
already asked him many times if he is getting fuel/fuel pressure and he stated they have fuel pressure(?). I also stated in a previous post about the computer. They are throwing parts at this thing like crazy. Like I stated I'm not there looking at it or listening to it, but I'm leaning heavily to a bad ecu at this point if since they say they have fuel pressure, restabbed the dizzy, checked and measured spark quality ( how I don't know), checked vacuum lines. I'm also curious about the fuel pressure regulator. I'm sure they are getting key on pressure but what about idle?
Have not changed the computer. Fuel pressure is at 35 lbs and compression was good (before when it would start and run) going to change the plugs tomorrow. Could have possible been a few small errors from the beginning that are hopefully good now. And yes the fuel cutoff switch was checked but like I said the fuel pressure was good. Got a code 66 for the first time today which is MAF sensor not working. I will post any new info tomorrow as soon as I hear anything.

Im really hoping that the firing order is correct. Cylinders are numbered differently that GM and chryslers. Just saying.
I would really test power and ground integrity to the coil. Especially ground. Sound like ignition now. Don't think ECM is gonna have a whole lot to do with the spark.

Well it fired today!!!yeaaaahhh!!! But he's pulling injectors he thinks #8 is fouled, he did have to flush the fuel system because it had been sitting to long and the gas went real bad. Thinks its flooding. Will let you know tomorrow!
