Any bear in my yard is gonna be a dead bear. It could be a dang panda bear and its still gotta die. Koala and I might call the game warden but that's it.

I see both sides of this story,
One side, yeah he should have called someone if he thought he saw a bear in his yard ( i don't know the size of his yard, but considering that they said yard and not property, indicates that it was close to his home), that way they could have sent someone to investigate or whatever it is they do, or at least he could say he tried to contact somebody about it.
The other side, if a bear was charging at me, I would kill it ( or at least try to) because there's no way I would outrun it.
