That's a great one. It can cover so many things, and still seem polite. Although its generally not when you break down exactly who or what it was being used towards.
Somebody shows up with a new baby and you see it and say , "ohhh, bless his heart". Usually means "holy **** that's an ugly baby".
Or the slightly slow fellow down the road stops by to show you his new car he just bought, a little ol' lady owned it and only drove it to the store on Wednesday and to church on Sunday. Well, bless your heart. Translation, you got screwed you poor dumb bastard.
And when a Southern lady uses it, you can bet its just about as catty as any snide string of insults you can put together.

Jewelry, artwork and cars valued between $500,000 to $1 million were among the many items stolen by two California men last year.

According to utsandiego.com, investigators found the chopped-up frame of the car in a warehouse, and located other pieces in a storage unit.
After pleading guilty to residential burglary, owning and operating a chop shop and three counts of receiving a stolen vehicle, the two men were sentenced yesterday to five years in prison.
