The only things that I have found is that the DRLs are activated using the SJB, the dealer needs to reprogram the SJB. I did find this though
A guy from Canada did the same thing as he brought his car to a dealer in the US and the dealer and he posted up this and this is all I could find from him
And then I found this:
After diving into this deep I found some info from different places.
Apparently it is a software programming of the SJB.
It is turned on or off using the SCN tool and is option 942.
However I also read that Ford has been putting Region Specific software in the SCN tools. Some have found the option Grayed out and not a selectable option.
If you have found the module you may just try to disconnect it.
It is supposed to be behind the front bumper cover somewhere.

I don't have time to go into detail right now (heading home from work), but will say only the dealer can do it and they will need to contact the Ford tec help desk for the data/info to do it.
FYI, this is a Canadian car that had DRL, not any more and looks way better with the fogs and park lights on only.
Also to make it more difficult, you have to get it done in the States because it would be illegal for a Canadian dealer to do it (unless you knew a technician that works there)

This sucks. Talking to my friend (dealer tech) and he is telling me that they can not be turned off. He said 05-06 for U.S. don't have them and don't have directions on how to disable them. 07 U.S. has the directions on disabling, but no DRL. 08+ has DRL, but the directions to disable them have been removed from the owners manual and they can not be disabled.
He also said that all S197's that went to Canada have DRL, but the 07's are the only ones that can be disabled following the directions.
