If this was Nascar's big year to turn it around and pull in some new folks, they couldn't have screwed the opener up any more than this.

Many times when a car has heavy damage they will put and then work in the car for a few
Seconds, then send the car back out to race around the track and come back to the pit and do it all over again.

There is no speed limit under caution. You just cannot pass the pace car for any reason unless it's the lucky dog wave around thing where they give one car a lap back.

Caution was out, he was trying to catch back up to the pack to line up for the restart. As far as his speed, pace car speed there is 70 mph which is a pretty good clip, and you have to maintain that at least. There is no maximum speed under caution, as long as you don't pass the pace car.
