I've never done anything with spray paint besides spray a couple model cars. I'm inexperienced, and don't wanna royally mess up my truck... I don't have the stuff to wetsand, I'm just going more for a pseudo smooth thing of clear on my roof so it doesn't fade too must or rust

I don't think you should spray new clear coat on a rough and flaky surface. That would just make a mess. You've got to sand it. Or leave it alone for now. But don't compound the problem.
I will buy Jack Stands!!!
My plan was to get off all the rough area whether with my fingers or a little sandpaper, then just shoot the clear over the whole roof

Ok I agree with Gary. Also at the same time if you want to have it smooth what I would do is sand the clear off and primer the roof. Find the color of your truck in an automotive spray paint can and paint it then clear it to bring out the shine if you want it shiny. I keep forgetting that not everybody knows how to do body and paint.
The primer will protect the metal just like paint would. I had a 70 Ranchero that was primered for 3 years before it got taken away from me for being stupid.

the thing to keep in mind tho is that when you sand you are also taking away the color too. Also when you spray the clear and dont have all the clear off you wil have the edges from the old clear still there and it wont be completely smooth. You will still have high and low spots.

I don't care too much for the smoothness, I just want to make it so it's protected against rust and all that without being TOO obvious with something like a primered roof.
I'm full of those. Spare in the bed, spare holder steadied by bike brake cable, surround sound speakers as a stereo, and that's it so far haha

If there is no bare metal showing then it is protected still. You can flake off the old clear so it will look better. The reason why the clear flakes off like that is because nobody polished and waxed it or took care of it. I am not saying that you dont take care of your truck but I am just saying.

Yeppers. If you prolly look realy close at the hood you will prolly see very fine cracks in the clear that almost look like spider webbing. The mainly happens to the roof and hood and trunk due to the sun beating down on them and them getting hotter than the rest of the truck. My Celica's paint job is over 3 years old and besides the chips in the crappy paint it still looks like I just painted it.
