Just got off the phone with CARB and...
All the Boss engines are the same regardless where they are shipped. All the cars have both keys and work the same without TK. The red key has an additional code in it's chip that will activate TK once the softward is installed.

As someone with such advertised academic skills, your skills of research should be top notch. Please read the forums, the numerous articles about the Boss 302 and it's history, before asking questions that have been asked and answered for nearly a year now.
You can't sit around complaining about anti-intellectualism, and then ten minutes later ask questions that are readily available public knowledge. Part of intellectualism should be careful analysis, research before coming up with your own hypothesis.

Lest I get beat down by the elitist mentality of more "superior" Mustang owners in the Boss forum where I, a V-6 member, dared venture. I'll keep that in mind for future reference.
Mustang owners are a lot of different things, but "elitist" is not one of them. Especially considering most BMW/Lexus/luxury car people thumb their nose at Mustangs.

I don't even own a Mustang currently, driving a 2010 MX-5. I am a Mustang enthusiast and a fan of the Boss 302 so I've done my homework on the car.

All this got WAY off track...my fault and others...and I apologize for my part. There's enough stress in life without a place of recreation like this getting muddied. And for all I do know about cars and Mustangs...I never cease to be amazed by the in depth knowledge of many on this and other forums.

A simple solution would be to not have track key available from Ford dealers in California. Those who have B302's could go to Oregon, Nevada or Arizona dealers to have them programmed. Is this too simplistic? Probably wouldn't work with some interstate commerce clause crap that I don't know about.....
