I don't know why they chose to use existing rocker panels on the car.

Thats an S550 car cover on an S197 body...
...also the rear brakes are attached on the opposite side of the 2015

I just confirmed this as well. In other S550 spy shots, the rear brakes are on the back portion of the rotor. S197 rear brakes are mounted on the leading side.

So if I am understanding it right.... that is a picture of an S197 with some element of the S550 underneath and an S550 car cover????

Not quite sure. It doesn't follow the other mules, which appeared to be S550 platforms with S197 bodies grafted over them. The car cover might be S550 based, but with the lack of pictures and detail, it's hard to say. The rear brakes, rocker panel, and wheels are all current car parts.
