It's my understanding there is no difference except the shift ****. However, there have been some upgrades for ALL 2008 v8 mustangs, so if anything is "better" it's because of that, not because it's a Bullitt. I never did get a clear answer on exactly what the upgrades were, but I do know there is a marked difference between my 2008 and 2006 (2008 is much less sloppy).

Ive driven both an 08 Bullitt and I own an 08 GT/CS and the tranny's feel identical. Im actualy very pleased with the stock shifter, I can aggresively row through the gears with very little effort.

The TR3650 is the same for both models Gary, apparently Ford improved the shift linkages or bushings or whatever for the '08 model year on all manual transmission models.

I think all Tremec's may be built in Mexico now. I was looking at some 08 Vipers the other day and noticed on the sticker that the tranny was built in Mexico and it has the new(er) TR6060.
