Maybe this 54B package is the package that is ordered before the car is sent to Shelby autos to become a Bullitt (adding the FR packages and other cosmetics). Just like the 54U package is used for the Shelby GT.

Or maybe it's sent someplace else like Roush, Saleen, or another Ford owned facility where it gets additional mods (I thought I recalled that the GT 500 had additional work done in another facility near the factory).
In other words, maybe the $1895 54B is just the prep package before someone else takes and completes the Bullitt conversion.
This car is not going to Shelby or anywhere else to be upfitted.
How do I know?
I'm just going by the SGT.
The SGT was not available in Canada. To sell it in Canada would require Shelby to have done certain safety tests to meet Canadian Standards.
Shelby was not prepared to do this.
The Bullitt is being sold in Canada. 700 of them are coming up to Canada.
Thus I believe that the entire car is being built by Ford.

Ford really messed up this time. After all the excitement and hope for a 4V DOHC 4.6L Bullitt that looks something like this:Couldn't wait , made my own - The Mustang Source Forums,we are instead given a $1,895 package, much like the gt/cs option. Once again, another past S/E mustang tribute dilluted by using the same bean counter parts.Sigh, will ford ever do a S197 S/E right? I guess S/E mustang means just a paint job, stripe, hood scoop, or bumper, that is used on one or more other models, not a unique array of parts that aren't offered on any other model. The only S/E ford has done even remotely right is the GT500,and even then they didn't use an aluminum block, which made the car super heavy.

Which S/E have they done right? Mach 1 anyone? '01 Bullitt? If you going to count the GT500,then have about every Cobra since '93 including the three R models????????????? Are we talking all fords? SVT Contour,Focus,Lightning,Mazdaspeed Miatas,Mazdaspeed6,Mazdaspeed3...........blah,blah ,blah, get a clue chicken little. Also, since when is the Bullitt a LEGENDARY model?? Cool, yes, but LEGENDARY??? We save that word for Bosses and Machs and Shelbys, not copies of cars that were made cool by someone else. The '01 was cool, the '08 will be cool, but the only LEGENDARY Bullitt was Frank and he drove a Mustang.
Wait and see, wait and see, wait and see, wait and see...........................

Limited Number?

Is Ford going to limit production? Is there a limit on GT or GT/CS production? Or will they produce as many as are ordered? How did Ford work it with the 2001 Bullitt?

01 Bullitt was limited to 6500 cars. Never made that far. Only 5288 were made. Production issues and a short time line caused the short production run.

08.5 is reported to be limited to 7700 cars 700 go to Canada.

There really hasn't been a long enough time to judge that sentiment. Take for example, the "New Edge" versions of the SN95's, they came out in 1999, with the 1st S/E, the Bullitt in 2001. The Mach didn't make its debut till 2003. Thats 5 years after the intro of the new body, excluding the Bullitt, for a hard-core motor S/E. Give it some time yet. You know you weren't getting an S/E right out of the gate in 2005, and with 2006, the wait for regular GT's were still rather high (heck, I waited 6 months for my 5-speed), so I wasn't expecting any S/E's till 2007 at the earliest. I'll save judgement till I see more true info from FoMoCo on the Bullitt.

The idea that the 54B option is actually an upfitter code is probably right. One of the few things Ford does with a little common sense is they TRY to be consistant with their order codes. So with the 54U being an upfitter package, 54B is most likely also an upfitter package... hopefully Shelby's not the upfitter.

Nope, 54U Upfitter denotes the package will be done out of house, while all the other 54 packages are done in the factory...

54C GT Cal Special (factory)
54G GT appearance Package (Factory)
54P Pony Package (factory)
54S Mustang Sally (factory)
54V Sport Appearance Package (factory)

54B Bullitt Package is gonna be in house.

Didn't you read my earlier post? I said this car was going to be completely built by Ford. 700 of the Bullitts are coming to Canada. There are many safety requirements that cars must meet when they come into Canada. The SGT's were not sold in Canada because Shelby could not meet those requirements.
So logic dictates that Ford has to build this car in house in order to make it easy to send the cars to Canada.

It is a close match to the movie car. Plain and no badging. That is what the Bullitt is about "understated". In fact the movie car did not have a factory grill. It was made.

Well . . I would say the first S/E of the "New Edge" Mustangs was the 35th Anniversay GT. http://bradbarnett.net/mustangs/time...4/99/index.htm
