Considering the Short-throw shifter ... am wondering if the only part that needs to be installed is what's in the pic or is there a lower section also ?

I installed the same Steeda Tri-Ax plus the Steeda Shifter Bracket on my 2012 Boss and it was awesome! No more missing 3rd gear! The part you have pictured above will bolt on, as is. The bracket is extra, which I highly recommend. The bracket comes with two bushings, a black one and a red one. I used the black (harder) bushing and got no extra NVH or rattles.

Well, I have a Barton bracket that I plan on leaving installed ... but I wanted to know if it has a lower section that needs to be installed like the MGW.

Or can I install the Steeda shifter by only taking things apart inside the center console, without having to get under the car at all ?

That is the only part that comes with the shifter. There is not a “bottom” piece. But to make the install of the shifter easier, some things will need to be done under the car.

It does not have a lower section that needs to be installed. However, you will need to get under the car to lower the piece that it bolts to by about a half an inch or more, which you do by loosening the bolts that hold the bracket, in your case the Barton bracket.

So that's something that can be done with the front of the car on ramps or maybe the back?

(trying to avoid usage of jack stands or a lift ... lol)

The bolt is one of the four bolts that you access from the top. I think it was the driver's side rearmost one. It's almost impossible to get a wrench or socket on it without lowering things from below. I just loosened the shifter bracket as much as possible without removing it. Even then I had to pry things over from the top for better access to the bolt in question. It isn't a difficult a procedure, so Gabe shouldn't sweat over it.

Yeah, ramps for the front would be fine, as long as you feel safe. Personally, I'd still stick some jack stands under the forward frame rails for safety sake.
