Seat belt slowly retracting

Seat belt slowly retracting
I just got my mustang back from the bodyshop. I know they had removed the interior rear quarter panel and seat belt.
When I pull down on the seat belt and let go it retracts slowly and stops, I have to assist and and guide it back up.
Any ideas what it could be?
