Well it's really the side roads that are bad. The main highways (Autostrada) are generally pretty decent. Going to work I have to drive over some real crap.
As for not washing in you car in the driveway - for me personally it's only a problem because I live outside town. There's a nice self service car wash about 10 minutes away - the catch is that by the time I get home I've driven through farm county and she's covered in bug splats.

Most of Europe has laws similar. Far as I know it's about water conservation. At least the local wash is nice. Good pressure, decent soap, and the booths have good lighting so you can get a decent wash after sundown. Could be worse - when I lived in Germany even the self-service car wash was shut down on Sunday.
