A friend of mine had me run his car for him the other night at the track. Its a 07 5 speed, JLT intake, sct tune, 410s, and longtubes with an H pipe. First pass out I went 13.1 not driving the car in 6 monthes or longer. Made a few adjustments to tire pressure the car went 13.01. After that I knew it could do it, next pass pulled the spare tire and jack and went 12.95 @ 104 with a 1.81 60ft. This was on a set of 26 x 9.5 Hoosier QTPs. DA was around 2000 feet according to a online calculator. Now that I've said that what else can be done to improve 60s and what should his next bolt on be? I figure the car should at least cut bottom 1.7s.
You could go with some under drive pulley's to give you a little extra. Is it the tune that comes with the SCT X-3? If so make an appointment with Mike Rousch at MAP http://www.midatlanticperformance.net/about_us.htm for a dyno tune, you wont believe the difference. You are at the point where you will have to spend quite a bit of money if you want to go faster. I'm talking engine mods, cams and such, to stay NA, or go FI. With the 3v it's just much more cost effective to go FI then to spend a bunch of money and stay NA. Mike can fix you up with anything you want and is one of the best Mustang tuners on the east coast.

I'm not really sure on the tuner. I know its the Bama tunes for life deal. Hes mentioned something about an intake manifold, throttle body, don't quote me on this "charge motion delete plates" maybe, and the underdrive pulleys. Would all the intake parts help him at all n/a or are the pulleys the only thing really left worthwhile?
Not sure about the others but I've read many times that buying a throttle body on a NA mustang is a complete waste of money. I was actually going to buy one but found it's not worth it and the stock TB is just fine.
The DA I think hurts quite a bit. The car actually barely broke into 104. It was like 104.12 and until I pulled the spare tire and a few things it was trapping 103.xx. It usually traps 102-103. I think a 28" would be way to tall for a bolt on car. Even on a 26" I think a 4.30 would be a better choice for a 1/4.
A 28 inch tire is too much tire for a NA car, I don't care what bolt on's are on the car. With your friends setup he would be much better off with a 26 inch tire. An aluminum one piece drive shaft would be a good mod but they aren't cheap. I would highly recommend the DSS one, as it is the only true one piece shaft and has been fool proof for almost everyone that has used it.
I also agree with the no TB. A TB upgrade on a NA car is just wasting money, until you get into fully ported heads, cams and built motor territory.

For maybe 1K add Steeda underdrive pullies, Steeda delete plates and Mezeier electric water pump. I run all three and they are good for 25-30 hp at the wheels. Easy mods and bang for the buck. The engine revs so much more quickly.
Do you have a link for that water pump? Any info on it? I have those Steeda parts already. Does the stock belt work? Hook a brotha up

They ain't cheap if that is what your thinking. But I might have a deal for you if interested. I have one in my garage that has a short in it. Lasted on my car for 6 years. Meziere told me they can rebuild it for like $130 if you ship it to them. I also have a brand new fused link (never used). You send Meziere an email with the model number and get a price to rebuild and get back with me. I will make you a good deal.
Look at the horsepower gain for that investment and tell me another mod that will compare for the bucks.
