Theres a good amount of ppl hitting high 12s on stock tires with just intake/tuner and gears - Granted that is in good weather at sea level.

...But with cams full exhaust and whatever else he is planning I can see mid 12s all day with low 12s being possible on a good tire and good driving

You forgot that I put cylinder heads too so cams,heads,full exhaust,gears,intake,tune,udp's,headers,lca's,uca' s,driveshaft,tubular radiator support and cmdp's should do low 12's all day and maybe a 11.9 or 12 flat on a really good day right?

i have seen someone who dynoed 367rwhp,ran 12.17@111 and 12.2 @113,he had heads,cams,mufflers,shorty headers,o/r x-pipe,3:90 gears,lca's,rear wing delete,spare and jack out,springs,shifter,no swaybar,93 tune,k&n cold air intake(he should be using the c&l racer to support heads and cams),stock tires. And he says he was at the worst track in the US,Bristol Tenn. So this guy could've ran 11's at a better track,and since he would not have as much hp as my list(cause he doesn't have lt's or a big intake or heads with 1mm oversize valves), I could probably run 11's.
