I agree with the OP, think about it after the F-body twins went out of production in 2002 Ford had a 7 year gap with no competition and it showed. The 2005-09 Mustang saw no real mechanical improvements over its life. In 2005 the GT made 300HP, the V6 215HP... In 2009 the numbers remained the same.
And with work starting on the updated 2009 Mustang probably in 2007 or 2008 - this was the time when Ford was going through a really hard time and the $$$ probably went to better selling products (F-Series, Fusion, Escape, Focus ....) on which Ford could make much more $$$.
