Track street and drag. That's tough to get out of just one mustang. Best for that situation would be the Boss with a blower IMO. Slicks for the dragstrip. Shelby will require a good bit of suspension work to enjoy a road course like you would in a Boss. Terminator can be used for road and drags but won't be to its full potential if set up for both. Trust me I should know. Mine is closer to a road course set up but the engine set up is better for drags. So it's not great at either but fun as all hell to drive.

Anyways,
The Cobra probably offers the best bang for the buck by dint of being used if you can find an example that hasn't been beat on and has been reasonably taken care of. The motor and trans are the best part followed by the IRS if your looking for the pinnacle of factory SN95/New Edge handling and performance.
If you place a priority on handling and less on power, the Boss offers more since the S-197 is based on a more modern chassis (live axle aside) and the car probably has the best bandwidth performance wise of any S-197 - its in the sweet spot for the minimal amount of mods to get the best handling and acceleration out of this generation. Unfortunately cost is an issue as I see them go between 38-40k in my parts for a used example.
If your looking for a blend of these attributes (Terminator and Boss), a GT500 isn't a bad choice - bullet proof drivetrain and more modern chassis, it wont handle like the Boss and it requires more power than the Cobra (easy enough with the GT500 since it has 49 extra cubes and better flowing heads with a bigger blower) to get down the quarter since its a heavier car but it would come in under the Boss pricewise unless your looking into something newer than a 2010 model with the 2011 cars being around the same as the Boss.
