As of yesterday there was no hold. They are just a controlled commodity in most regions.

what does that mean...my car is scheduled but I want the 18" wheels so I'm not sure if I want to change my order out of fear I might have to wait months to get it

Ford is only able to build a certain number of cars with those wheels due to supplier issues. If your car is scheduled and there is more than 10 working days until it's schedule date, then you may be able to make a change. If you try to add the wheels and there is a commodity issue, Ford will not make the change and give the dealer a message that the option requested is a controlled commodity. If the wheels happen to be available, then the change will be made. Of course if you are locked for production, NO changes can be made.
