What happens in the event of rain?
Are races delayed or are the cars capabale of running in "Wet" conditions?

Yeah, we have spec Hoosier rain tires for the series. Time differences vary from track to track, and even with how wet the track is, so about all I can say for sure is that, yeah, things do slow down a bit in the rain

I can say one thing, i've seen pictures of Barbers when its wet out and it really brings out the colors of the grounds and track!

Here's the 10-Day Forecast for Leeds, Alabama. We're not quite 10 days away yet, but I hope the weather dries up.
I've been at Barber for the two previous GA visits, and it rained at some point both years. Traffic slows down, but they put on the wets and keep going. If you're coming to the track as a spectator, make sure a poncho (or something similar) is on your equipment list.
I think the track drains pretty good. You don't see much standing water, but you do see streams or rivulets on the track.
If it's just a light rain, or after the rain stops, the racing line dries pretty quick. But anyone who wants to get out of that line had better be careful!
