What is this white residue?

Its probably rubbing compound or wax. Instead of trying to wash it off take a soft cloth and rub it. Our 93 was covered in it and I took a paper towel and got it off. The paper towel didnt hurt the paint any but since you have just repainted yours I would use something soft. An old t-shirt does good if you dont have access to a buffing pad.

Maybe you can try a clay-bar, I've heard they can remove "weird things" embedded in the paint.
