They are when it comes to military and intelligence maneuvering.
But as portrayed in ST:TNG and ST

Oh I remember the Ferengi but they always came across as basically stupid. I can only recall one episode with a Ferengi villain that was actually threatening instead of just weirdly comical.
The problem was that the Ferengi features on the show were pretty poor Ferengi. Quark was only a few steps above being a complete failure, and Rom was generally worse. But Moogi, Brunt, and some others were genjinely devious. Craven Cowards, but devious
With the Romulans, they'd give you an eerily good deal, but there'd be eavsdropping devices and bombs hidden in the car

The Klingon and Romulan muscle cars would have a cool cloaking feature though. And depending on how heavy your foot is, it could save you a lot of dough despite the ADM! (Can't believe it has gotten to this!
