What is that under the rear bumper? I thought the fuel tank was under the back seat? Sorry if this is a newb question, but I am a newb.

You're right, it's not the fuel tank...it's the..

Onboard refueling vapor recovery..

From Wikipedia...

Onboard Refueling Vapor Recovery (ORVR) is a vehicle emission control system that captures fuel vapors from the vehicle gas tank during refueling. The gas tank and fill pipe are designed so that when refueling the vehicle, fuel vapors in the gas tank travel to an activated carbon packed canister, which adsorbs the vapor. When the engine is in operation, it draws the gasoline vapors into the engine intake manifold to be used as fuel. ORVR has been mandated on all passenger cars in the United States since 2000 by the EPA. The use of onboard vapor recovery is intended to make vapor recovery at gas stations obsolete

It's the same on almost every Ford. Steve, go look under your police car in the same location. My Crown Vic has that, and so does the E-250. There's an evap air intake solenoid that allows fresh air to enter the fuel tank to bleed out any vacuum. Spiders like to lay eggs in this hose.

Yep part of the EVAP systems. Vent and purge solenoids that vent fuel tank vapors back up to the engine to be burned at various times.

Ford originally designed it to be used as an external missile rack and oil-slick solenoid release for the MI5 package.
