Steering gear assamble problem

Mustang V8 4.6L -07

Loosing power steering fluid when the Mustang is on. Located the problem I think to the steering gear on the picture below. The circlip (c-clip/seeger ring) are out of place! The sealing washer (shaft seal) beneath looks to be out of place.
The current problem is to get the sealing washer down to the right position but it seams to be stuck in this position and can't be pressed down. Can something inside also moved out of place, or do you think I only have to put the sealing washer and circlip in place?

Removed the screw marked with a red arrow and tried to move the knot along the steering column. It will only move a couple of millimeters. Is it possible to move it longer or do I have to lower the power steering hydraulic cylinder?
