2006 GT with 47,000 miles...too risky?
My bro got a 07GT premium with 35k miles for $17. Of course my sis bought it new and sold it to him. 19k for an 06 is too high my IMO, but in Cali I know eveything is more expensive.
Those tires look like they need replacing from the pics. Stock Pirellis are good for about 40-45 miles.

Car looks nice, but three owners in six years scares me, and 19k? I'd keep looking around.
I have an 06 GT Premium w/ 49k miles on it ( I bought it new) and if I were to sell it, I'd be happy with 14k!

I'd consider that fairly low mileage. And having shopped for 05-06 GTs in the last year, I don't feel the price is far out of line given the condition.
If I were you, and liked the car- which you seem to, I would tell the dealer you'd like to get your mechanic to take a quick look- do that, and then make an offer for 1k less than that, with the understanding that they will put new tires on for you.
If they don't take it, walk. You can find something equivalent for 18K, but chances are they will come after you and give in. Believe me, they want to sell you the car- every time I've walked out, I've gotten a call later....
At the very least make them put tires on it for you.

Like everyone has said, price is too high. I'm thinking they expect some negotiating on the price, otherwise why would it be so high? See if you can talk them down. It looks like an awesome car. I'd buy it, even with 47k miles, that's nothing.
Mileage is okay but like everyone says the price is high. I have noticed that the prices on Mustangs fluctuate. I guess all car prices Fluctuate. I noticed 6 months after I purchased my Stang the prices went up drastically. I got my 08 Mustang GT 5-speed for 18K with 28 thousand miles on the ODO. I bet you can find a newer local car with less miles and a warrantee for about the same price.
I bought my 08 GT premium for $20000 with 27k miles on it this past September. One owner an even put sequential taillights on it. This is in Baltimore, MD. At the time this car was marked at $24000 an I got it with 3500 off from the dealer an a little more off through discussion.
That mileage isn't high at all. It's supposed to be at 90k miles. The average is 15k a year. Mine had 90k miles on it. I paid 17k. KBB valued it at 16,400 but that's before all the roush accessories. It's worth it in my book.
