Welcome to the site Slaine.
Does any of the other instrument cluster guages work?
There is a fuse box under the dash and under the hood. The dash one is able to be seen if you lay down in the drivers floorboard and look up. Just pop the plastic cover off and you can see it all.
The other is under the hood next to the battery.
Since you mentioned a power surge, those would be the first and easiest things to check. Just making sure you got them all.

thats my warning light for when it takes off
nah seriously its due to the UK road laws, your right it is a fog light and for a reason that im not total sure about at the moment apparently US vehicles lighting on the rear doesnt conform with UK road law and so a seperate rear fog light must be added
